SIGA proposes closure of Ghana Railway Company as staff face transfer to GRDA

The State Interests and Governance Authority (SIGA) has recommended a major shake-up of Ghana’s railway sector, proposing the liquidation of the Ghana Railway Company Limited (GRCL) and the transfer of its workforce to the Ghana Railway Development Authority (GRDA).

The recommendation is contained in SIGA’s 2025 State Ownership Report, which points to years of financial difficulties, operational setbacks and labour-related challenges at the Ghana Railway Company.

According to the Authority, the persistent problems have contributed to the suspension of GRCL’s operations, even as the government continues to pursue ambitious plans to expand and modernise Ghana’s railway infrastructure.

Under the proposed arrangement, the Ghana Railway Development Authority would undergo a significant transformation, taking on both regulatory and commercial responsibilities within the railway industry.

SIGA believes merging these functions under one institution could help resolve longstanding structural problems and create a more efficient and sustainable railway system.

Meanwhile, the 97-kilometre Tema-Mpakadan railway line began commercial operations under the supervision of GRDA in October 2025, marking a significant development in efforts to revive rail transport in the country.

The government has also rolled out a phased intervention package aimed at clearing salary arrears and addressing critical infrastructure needs within the sector.

SIGA stressed the need for bold decisions in dealing with struggling state-owned enterprises, arguing that decisive restructuring is necessary to move Ghana’s railway sector away from persistent recovery efforts and towards long-term sustainability and value creation.

The proposed liquidation of GRCL, if implemented, could represent one of the biggest structural changes in Ghana’s railway sector in recent years.
