The Public Utilities Regulatory Commission (PURC) has urged Ghana Water Limited to adopt advanced metering technology as part of efforts to reduce its high level of non-revenue water and improve revenue collection.
PURC Executive Secretary, Dr Shafic Suleman, said modernising Ghana Water’s metering system would enable the company to accurately track consumption, detect water theft and account for water supplied to consumers.
Speaking on Joy FM’s Super Morning Show on Wednesday, September 2, during a discussion on water quality and access in Ghana, Dr Suleman said Ghana Water must take a more proactive approach to addressing commercial losses.
He called for the replacement of defective meters and the extension of metering to areas where water consumption is currently not measured.
He said upgrading the system to more advanced technology would help Ghana Water “account for all water that the consumer uses.”
Ghana Water’s non-revenue water rate stood at 47.6 per cent as of June 2026, exceeding the 45 per cent benchmark set by the PURC under its Multi-Year Tariff Order.
Non-revenue water refers to treated water that generates no revenue due to factors including physical leakages, illegal connections, theft, defective meters and billing challenges.
Dr Suleman said the PURC was also monitoring Ghana Water’s investments in major transmission pipelines and distribution networks to ensure that physical leakages are reduced alongside commercial losses.
He stressed that addressing both technical and commercial losses would be critical to improving the efficiency and financial sustainability of Ghana’s water supply system.
