The Ghana Revenue Authority (GRA) has called on key stakeholders to nominate representatives to serve on a multi-party technical committee aimed at supporting ongoing discussions on the deployment of the Publican AI system in customs operations.
In a letter dated April 14, 2026, the Authority explained that the move follows a high-level meeting held at the Ministry of Finance on April 1, 2026, where it was agreed that a more structured and consultative platform was necessary to deepen stakeholder engagement on the initiative.
According to the GRA, each stakeholder institution is expected to nominate three representatives to serve on the committee. The technical team is expected to play a critical role in:
- Reviewing the implementation framework of the Publican AI system
- Providing technical and operational input
- Addressing concerns from industry players
- Facilitating consensus on the system’s rollout
The formation of the committee signals a shift toward a more inclusive approach as government seeks to integrate artificial intelligence into customs processes.
The GRA further disclosed that the committee will hold its inaugural meeting on Thursday, April 16, 2026, at the Ministry of Finance.
The meeting is expected to outline the committee’s terms of reference, define its working structure, and begin deliberations on key technical and operational issues surrounding the AI system.
The Publican AI system forms part of broader government efforts to modernise customs administration and enhance revenue mobilisation. The AI-driven platform is expected to:
- Improve cargo clearance efficiency
- Reduce human intervention in customs processes
- Minimise revenue leakages
- Strengthen compliance and risk assessment
The GRA emphasised that the creation of the technical committee is intended to ensure broad-based participation and transparency in the rollout process.
Industry observers note that engaging stakeholders early—especially importers, exporters, freight forwarders, and port operators—will be critical to the successful adoption of the system.
As Ghana continues its push toward digital transformation in public service delivery, the success of the Publican AI system will largely depend on collaboration between government agencies and private sector actors.
