Gov’t cancels 1D1F, shifts focus to 24-Hour Economy – Trade Minister

Mrs. Elizabeth Ofosu-Adjare, Minister for Trade, Agribusiness, and Industry, has officially confirmed the cancellation of the One-District-One-Factory (1D1F) initiative — a key industrialization programme introduced by the previous New Patriotic Party (NPP) government.

Speaking in Parliament on Tuesday, the minister stated plainly: “Mr. Speaker, I want to draw the House’s attention to the fact that as of now, there is no policy as 1D1F.”

She explained that the current administration has shifted its industrial focus toward establishing agro-processing parks as part of the broader 24-hour economy initiative. The new approach, she noted, is intended to enhance round-the-clock production, boost import substitution, drive exports, generate foreign exchange, and create employment for Ghana’s growing youth population.

“We are doing agro-parks, which seek to be a great game changer, especially in agro-processing zones,” she said. “The goal is to produce around the clock to support national development.”

Mrs. Ofosu-Adjare made the statement in response to an urgent question filed by Mr. Alexander Afenyo-Markin, the NPP Member of Parliament for Effutu and Minority Leader. He sought clarification on the investment incentives being provided to the private sector following the cancellation of 1D1F.

The minister indicated that the policy framework for the 24-hour economy, including investment promotion packages, was still under review and would be brought to Parliament in due course.

When questioned on transitional measures or remedial support for investors affected by the termination of 1D1F, Mrs. Ofosu-Adjare stated that discussions were ongoing with relevant stakeholders. However, she distanced the current administration from the decision to end the programme.

“Since I did not cancel the policy, I would not be in a position to give reasons why remedial measures were not given before the cancellation,” she said.
