Government Considers Light Rail System to Replace Aayalolo Contra-Flow Arrangement

The government is exploring plans to replace the Aayalolo bus contra-flow system with a light rail network as part of efforts to address Accra’s growing transportation challenges.

The Minister for Local Government, Chieftaincy and Religious Affairs, Mahama Ayariga, disclosed this while speaking on the Citi Breakfast Show on Wednesday, November 4, 2026.

He said although the existing contra-flow arrangement had significantly reduced travel times for commuters, President John Dramani Mahama believes a more permanent mass transportation solution is needed.

According to Mr Ayariga, the President has directed him to engage the relevant authorities to assess the feasibility of introducing light rail infrastructure along the four major routes currently benefiting from the contra-flow system.

He said discussions would begin with the Railway Authority to explore how the proposed rail network could be developed.

The Aayalolo contra-flow system allows designated buses to travel against the normal direction of traffic on selected road corridors, helping them avoid congestion and reduce commuting times, particularly during peak hours.

The arrangement was introduced to improve public transport efficiency along some of Accra’s busiest routes and provide faster connections between residential communities and major commercial centres.

However, the proposed light rail system is expected to offer a more permanent mass transportation alternative to the existing road-based arrangement.
