CDD-Ghana’s Prof. H. Kwasi Prempeh calls for full constitutional review to rescue the Office of the Special Prosecutor

The Executive Director of the Centre for Democratic Development (CDD-Ghana), Prof. Henry Kwasi Prempeh, has called for a comprehensive constitutional review to address the recurring controversies surrounding the Office of the Special Prosecutor (OSP), insisting that incremental adjustments will not be enough to salvage the institution.

Speaking on Channel One TV on Monday, December 8, Prof. Prempeh argued that the longstanding challenges confronting the OSP extend far beyond administrative weaknesses and require a deeper structural overhaul. He explained that attempts to resolve the crisis through minor reforms, prolonged court disputes or internal adjustments would merely postpone an inevitable institutional breakdown.

“The problem we’re facing now calls for a constitutional solution. That is how we can resolve this impasse,” he said, warning that without decisive action, the OSP risks fading into irrelevance over time.

Prof. Prempeh emphasised that rebuilding the OSP’s legal and constitutional foundation would provide a more sustainable and durable solution than what he described as efforts to “renovate around the problem.” He noted that several countries have successfully redesigned their anti-corruption frameworks, demonstrating that Ghana can also adopt innovative, context-driven models.

“If we’re serious about solving the problem, there’s no shortage of ideas. There are comparative models around, and we can innovate our own,” he stressed, urging policymakers to embrace bold and transformative reforms aimed at strengthening Ghana’s anti-corruption architecture.
