DVLA to register vehicle number plates in owners’ names from January 2026

The Driver and Vehicle Licensing Authority (DVLA) has announced a landmark reform in Ghana’s vehicle registration system, set to take effect in January 2026. Under the new system, vehicle number plates will be issued in the names of individual owners, rather than being tied to the vehicles themselves.

According to the DVLA, the reform is part of a broader initiative to enhance road safety, security, and accountability by ensuring that every number plate can be directly linked to its registered owner.

In a statement, the Authority explained that, once the new system is implemented, number plates will become personal property of vehicle owners. This means that when a vehicle changes ownership, the seller must remove their number plate, while the buyer will be required to undergo a fresh registration process to obtain a new one.

“Once implemented, every vehicle owner is entreated to see their vehicle numbers as their personal numbers, with the additional responsibility of protecting them,” the DVLA noted.

The Authority further highlighted that the initiative will make it easier for law enforcement agencies and security institutions to trace vehicles involved in criminal or unlawful activities directly to their owners. This, it said, will significantly strengthen transparency and accountability across Ghana’s transport system.

Additionally, the DVLA believes the new approach will reduce fraudulent practices such as the cloning and illegal duplication of number plates, while improving the accuracy of data available to authorities for investigations and regulatory purposes.
