First-year tertiary students to enjoy full fee refund starting September 2025

President John Dramani Mahama has declared a bold new step toward educational equity by announcing that all first-year students entering tertiary institutions in September 2025 will have their academic fees fully reimbursed by the government.

The announcement was made on Sunday, July 20, during a massive rally at Jackson Park in Koforidua, as part of President Mahama’s nationwide “Thank You Tour.” Speaking to a jubilant crowd, the President emphasized that the financial support was not just a promise but a fully funded commitment.

“In September, the new batch of first-year students who will be enrolled, money is ready to be reimbursed for their academic fees,” he stated, drawing thunderous applause from supporters.

This initiative is a cornerstone of the government’s newly introduced ‘No Fees Stress’ policy — a strategic social intervention designed to eliminate economic obstacles to higher education. The policy specifically targets students from low-income backgrounds who often struggle to afford tuition at the tertiary level.

President Mahama stressed that this program is aligned with his administration’s larger agenda to promote human capital development and inclusive social protection, key pillars of his 2024 election manifesto.

As part of broader efforts to enhance student welfare, the President also disclosed that his government has cleared six months’ worth of outstanding allowances owed to students in nursing and teacher training colleges.

“We have also paid six months’ arrears of allowances for students at the nursing and teacher training colleges,” he said. “We promise that they will receive their allowances every month moving forward.”

The combined initiatives reflect a renewed national commitment to making education not only accessible but sustainable, especially for the most vulnerable members of society.
