The 27-year-old becomes the first player in Telstar's history to receive the prestigious award after scoring five goals during the month.
Owusu found the net in four consecutive league matches, including a brace in Telstar's 2-2 draw against ADO Den Haag, the club where he began his football development.
He also scored against Feyenoord, Go Ahead Eagles and FC Utrecht, further underlining his importance to the team.
His achievement also places him in Telstar's history books as only the second player to score in four consecutive league matches. Former Netherlands international Co Stout was the first to achieve the feat in 1977, almost five decades ago.
Beyond his goal-scoring contributions, Owusu played a key role in Telstar's attacking play throughout October.
He created 12 chances from open play, the highest number among his teammates, and also provided an assist.
The midfielder further completed 102 passes in the final third, another team-high figure, while recording 13 touches inside the opposition penalty area.
Defensively, Owusu contested 38 duels, winning 17 of them.
His impressive all-round performances have earned him individual recognition and made him a standout performer in the Dutch top flight during October.
